they are used as a ground to help prevent static/electrical build-up which can ignite any flammable liquids or fumes

Well, it depends where it is and what type of chain it is really.
Its possible that it could be for something simple like strapping down the hoses, If it is a semi or tractor trailer, perhaps the trailer is chained up somewhere. Maybe its part of a set of snow chains?
Also, if its in the cab, hanging from the roof, its probably for the airhorns... If its a big lump of chain, maybe its a self defence device?

They use them to help get rid of static electricity. The static electricity can go from the truck to the ground through the chains.
The electrostatic charge which originates at the separation of the tire tread from the road raises the potential of road vehicles to a maximum of 100 000 V.
The value depending on roughness of the road surface, vehicle speed and tire tread resistance.
The inter-connexion of these factors is given in the paper with both experimental and theoretically derived values of voltage.
Harmful effects include shock from the vehicle, radio interference (small) and puncture of the inner tube due to ozone originating between the tube and the inner wall of the tire.

My 1999 Dodge Dakota window "chain" (that looks like a dog tag chain or fan chain) is broken and I would just like to know the name of it prior to going to the auto parts store. Thanks.
G knows.Gee its window regulator tape.Be sure to clean all the little broken pieces out.
Use White lithium grease on the new one.
Spray silicone on the track of all windows guides.

A chain reaction is a sequence of reactions where a reactive product or by-product causes additional reactions.
* The neutron-fission chain reaction: a neutron plus a fissionable atom causes a fission resulting in a larger number of neutrons than was consumed in the initial reaction.
* Chemical reactions, where a product of a reaction is itself a reactive particle which can cause more similar reactions. For example, every step of H2 + Cl2 chain reaction consumes one molecule of H2 or Cl2, one free radical H· or Cl· producing one HCl molecule and another free radical.
* Electron avalanche process: Collisions of free electrons in a strong electric field forming "new" electrons to undergo the same process in successive cycles.

Giant owner Royal Ahold acquiring Richmond-based Ukrop's grocery chain Washington Post

The deal, which encompasses all inventory, equipment and leases agreements, will close in the first quarter of next year. Ahold spokesman Jochem van de Laarschot said the company plans to retain Ukrop's more than 5,000 employees.
Ukrop's was founded in 1937 and has remained privately held. The chain will become part of Ahold's Giant-Carlisle division based in Carlisle, Pa., which also includes the Martin's supermarkets in Virginia. Neither Giant-Carlisle nor Ukrop's are unionized, though workers in Giant stores in the Washington area are represented by the United Food and Commercial Workers International Union.
Two Ukrop's stores are not included in the deal, and van de Laarschot said Ahold is offering those employees positions at other locations. It was still undecided whether the acquired stores would keep the Ukrop's name. A Ukrop's spokeswoman did not respond to requests for comment.
The acquisition is an about-face from Ahold's position three years ago, when it announced plans to divest grocery chain Tops and food distributor U.S. Foodservice and some activist investors called for the company to shed all of its U.S. businesses. But Ahold executives say the company is on its way to recovery and said last month that it planned to seek out growth opportunities. Sales across the company rose 4.3 percent during the most recent quarter, and Giant Food stores have also recorded a string of positive sales after languishing for years.
"This acquisition is part of Ahold's profitable growth strategy," chief executive John Rishton said in a statement. "We believe that Giant-Carlisle and Ukrop's will be a strong combination."
